Sheff Wed Confronts Serious Challenges, Says New Football Authority

'Our role is integral to football's future' - football oversight chief the new chairman

Sheffield Wednesday's current difficulties represent a a "serious issue" and the football regulator is seeking powers to investigate clubs in comparable cases, the newly appointed chairman the official has announced.

Through a comprehensive talk, the regulator, who was appointed on Monday, expressed "sympathy" towards supporters of the Owls.

The chairman convened with four supporter groups representing the football team this week.

The Championship side have been facing challenges both on and off the pitch in this season, with the club failing to pay players on time on several different times, including in last month.

"Obviously the club has become a major concern for the league and a major challenge for the sport," the chairman stated.

"Wednesday stands as one of the historic institutions for the English game and recently we have met supporters' organizations.

"We are seeking authority... which will enable us to take Wednesday and comparable cases referred to us if they require examination and addressed."

Economic Challenges and Ownership Situation

Wednesday's embattled owner the current owner stated during the off-season he would be open to selling the club at their home ground, but he has failed to complete a sale with interested parties.

Failure to pay player wages on time in spring months resulted in restrictions being imposed by the football authorities in summer, stopping Wednesday from completing any player acquisitions for the subsequent signing windows, although that restriction was lifted in the end of the transfer window.

Regulator's Perspective

The chairman stated: "The position was created for the supporters of Wednesday, teams facing challenges where fans are dedicated to a local institution that has represented their community in numerous instances.

"I fully appreciate the club's situation, as I do for each organization that over recent decades have faced collapse, or approached financial ruin, for reasons that have nothing to do with the followers."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "When asking whether 'would we intervene in the final instance?', the response would be once we gather the evidence and understand the situation, we will."

But Kogan stressed that compelling proprietors to divest clubs would be considered the final option and the authority would rather to cooperate with proprietors.

"The last thing what we want to do is begin intervening in an individual club, an individual owner, without having the opportunity to collaborate with that owner to try and resolve the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"In actuality, when you look back over the history of the sport, over the recent generations there have been certain proprietors, a small minority, but particular people who have shown negligence in the approach they have taken toward their teams and eventually refuse to accept accountability for the coming years."

'Errors may undo substantial development'

Kogan met with delegates from multiple organizations to lay out the remit of the regulator on Wednesday and insisted it was a "proactive meeting" with a "substantial involvement" from the National League to the Premier League.

"It's a job that's actually really important, because if we get it wrong, if the football community fails, the remarkable development accomplished necessary will vanish rapidly," the chairman stated.

"Such an outcome is universally undesirable in the context of the English game is a substantial accomplishment - we've got to keep it going.

"Substantial financial resources coming into football and has been invested for the recent generations, because certainty is lacking it will persist in entering the game, which is part of the rationale behind I think we have to adopt a precise perspective on challenges and obviously, of the immediate future."

Top Flight Apprehensions

The Premier League opposed the creation of a regulator because of concerns about detrimental effects on the Premier League's sporting equality, but Kogan said: "I'm absolutely committed to the achievement and development as an financial organization of the elite league.

"I of all people understand the concern of undermining the division as a high-quality offering of this country. But at the same time, if you consult with top flight officials after today's meeting, they would have had a substantial amount of confidence -and, in fact, they have been informing us confidentially they have a significant confidence."

Partisan Associations

The regulator remains subject to a "comprehensive investigation" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in recent years.

The official donated money to Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any type of partisan engagement."
